This book, published by Routledge in 2025, is one of the most comprehensive and interdisciplinary analyses of the history and trajectory, policies, pedagogical practices, multilingual realities, and future outlook of English language education in Nepal. This handbook provides a timely and insightful examination of the prospects and challenges of English language education in a multilingual and multicultural Nepal in an era when the language is an integral part of educational policies, academic research, socioeconomic mobility and global communication. Combined with the different perspectives of the authors, from applied linguistics and education, language policy, teacher education, sociology, and cultural studies, the editors are successful in portraying English language education as more than a mere pedagogical phenomenon, but as a social, cultural, political and educational phenomenon.

The handbook consists of four thematic sections with 20 chapters, including an introductory chapter and an afterword, which offer an overall picture of English language education in Nepal. The chapters address its historical, political and policy foundations, the role of multilingualism, linguistic ecology and language rights, equity, diversity and inclusion, and issues of teacher education, curriculum reform, educational technology and integration. The collection concludes with a reflective afterword that brings together the key themes and celebrates the successes, problems and directions of English language education in Nepal.

The structure of the handbook is logical and thematic, and readers can easily navigate from history and policy literature through multilingualism and equity, teacher development, technology, and future trends. The editors are especially commended for assembling a stellar collection of both senior and younger researchers whose work collectively yields a complex view of English language education in Nepal. The chapters complement each other and provide a unified story linking theory with real-world education. Thus, the handbook is not only a useful and important academic resource but also a useful guide for researchers, teacher educators, post-graduate students, curriculum developers, policy makers and practitioners to gain an understanding of and improve English language education in Nepal in a globalising world.

Historical, Political, and Policy Perspectives

The first thematic section, Perspectives on ELE History, Politics and Policy (Chapters 2–7), sets the stage for the handbook by critically analysing the history and the ideologies of English Language education in Nepal. The section features articles from Ram Ashish Giri, Mohan Singh Saud, Bhim Gautam, Basanta Kandel, Prateet Baskota and Tikaram Poudel, and Bhawana Pokharel, respectively, on the ideological bases of English language education, history of language education policy, the politics of English, language policies and classroom practices, Nepal’s linguistic landscape, and formative assessment in English language teaching. All the chapters make it clear that the establishment of English language education has taken place under the impact of not only pedagogical considerations but also historical, political, social and institutional factors. The contributors put the expansion of English into the context of the wider issues of language ideology, educational reform and national development, offering readers a sense of the complex relationship between language, power and policy.

The critical scrutiny of the relationship between language policy and educational practice is one of the features which makes this section a great success. The authors show that policy goals are frequently not met in practice because of implementation issues, teacher readiness, institutional capacity, and contextual issues. The chapter on language policies and classroom practices, for example, suggests that policies and practices should be more aligned, and the chapter on Nepal’s linguistic landscape demonstrates the dynamic interaction of English in public and educational settings. Also notable is the chapter on formative assessment in the process of consensual peer observation that focuses on reflective teaching, collaborative learning and ongoing professional development as key features of quality English language teaching. This section brings together historical analysis with current educational issues and helps the readers to develop a stronger conceptual understanding of the evolution of English language education in Nepal, while also serving as a valuable resource for researchers, teacher educators, policy makers and practitioners in the quest to make the language policy and practice more effective in Nepal.

English, Multilingualism, and Linguistic Ecology

The second thematic section, Perspectives on English, Multilingualism, and Linguistic Ecology (Chapters 8–13), extends the discussion by bringing to the fore the rich multilingual and multicultural landscape of Nepal in the context of English language education. The chapters by Guna Raj Nepal, Haris C Adhikari, Shankar Dewan, Motikala Subba Dewan, Pitambar Paudel and Dinesh Kumar Yadav ‘Aastic’ explore various but interconnected themes, such as ecological language teaching, decolonial perspective, Nepali English, literature in multilingual classrooms, the position of English in Nepal’s multilingual society and language rights in relation to linguistic diversity. All these contributions transcend the traditional debates on the teaching of English, and take the view of English as part of Nepal’s multilingualism rather than English as the dominant language or a language separate from the rest. The section successfully combines theories and ideas from applied linguistics, sociolinguistics, World Englishes and multilingual education, and provides a comprehensive view of the complex relationship between English and Nepal’s rich linguistic heritage.

One of the strengths of this section is its balanced and context-sensitive treatment of English in the multilingual context of Nepal. The contributors do not treat English as a substitute for Nepali and Indigenous languages but tell the other side of the story: that is, English coexists with Nepali and Indigenous languages to support national development and for global communication. English language teaching is discussed in the context of ecological viewpoints and decolonial perspectives that question some of the accepted notions about English language teaching, and call for culturally responsive, socially just, locally based pedagogies. The recognition of Nepali English as a legitimate localised variety, which is in line with the recent development of World Englishes and English as an International language, is equally important. The chapters also highlight the significance of linguistic diversity, cultural identity and language rights, and call for language policies and pedagogies that foster multilingualism over language hierarchy. It therefore serves as an important contribution to the ongoing discussion on English language education by showing how English language education can serve to foster global competence while maintaining Nepal’s rich linguistic and cultural heritage.

Equity, Diversity, and Inclusion in English Language Education

Perspectives on Equity, Diversity and Inclusion in ELE (Chapters 14–15) emphasise the need to consider equity, diversity, and inclusion as core issues in contemporary ELE. The chapters by Karna Rana and Govinda Prasad Khanal, and Jyoti Sigdel, Kamal Raj Devkota, Kamal Kumar Poudel, and Binod Luitel explore and critically analyse the lived experiences of indigenous peoples, the effects of language dominance and the importance of intercultural awareness in teacher education. The contributors foreground marginalised voices and diverse cultural views, offering an alternative perspective to deficit views on multilingualism and a call to embrace more inclusive and socially responsive approaches to English language education. Although the chapters focus on English as a means of educating and economising students, they also reflect on the wider implications of English for linguistic justice, cultural identity and educational equity.

One of the key features of this section is the focus on the importance of relating English language lessons to social justice and democratic involvement. Indigenous perspectives and critical intercultural awareness discussions underline the importance of creating opportunities for all learners while honouring the diverse language and culture of learners. The authors contend that teacher education programmes should produce culturally responsive, critically aware and inclusive teachers for multilingual classrooms. The section introduces the handbook’s discussion of English language education to the topics of equity, diversity and inclusion, broadens the focus beyond language proficiency and pedagogical effectiveness, and adds ethical responsibility, cultural sensitivity and educational transformation to the conversation. It, therefore, provides useful guidelines to the teachers, teacher educators, researchers and policymakers who desire to foster more equitable and inclusive language education in Nepal.

Teacher Education, Technology, and Future Directions

Perspectives on Research, Technology, and Teacher Education (Chapters 16–19) move the attention to new developments in teacher education, curriculum reform, educational technology and research. Prem Prasad Poudel, Mukti Thapaliya, Ashok Sapkota & Sagun Shrestha contribute to the book on a variety of current topics including decolonising the syllabus for ELT, Universal Design for Learning, technology use in language learning, and ICT use in Nepalese classrooms. Together, these contributions offer a glimpse of the field of English language education, and how technological innovation, inclusive pedagogy, and research-informed teaching are changing the face of education in Nepal. The volume is followed by a helpful Afterword by Tirth Raj Khaniya, which very sensitively considers the success, ongoing challenges and prospects of English language education in Nepal.

This portion is especially beneficial for addressing the evolving needs of 21st-century education. The contributors conclude that effective English language education must not only be pedagogically competent, but must also be digitally competent, have critical awareness, and be able to create inclusive and learner-centred environments. The chapter on decolonising teacher education invites teachers to reflect on the content and pedagogic assumptions of their curriculum in the context of Nepal’s multilingual and sociocultural context, and the chapter on Universal Design for Learning promotes equitable access to learning for students with diverse needs. Additionally, the chapter on educational technology and ICT integration illustrates the possible disruptive effect of digital tools in the teaching and learning process for languages, teacher professionalism and research. This final section, along with the reflection at the end, provides a future perspective on English language education in Nepal, stressing innovation and inclusiveness, as well as constant professional development for educators. It offers much to teacher educators, researchers, policy makers and practitioners interested in improving English language education in a digital, connected, and multilingual world.

Overall Evaluation and Conclusion

The Handbook of English Language Education in Nepal: Policies, Programs and Prospects is an important addition to the body of knowledge in English language education in Nepal. What it has to offer is its interdisciplinary nature, which combines insights from applied linguistics, education, language policy, sociolinguistics, teacher education, culture, and educational technology. The book is logically structured and leads the reader from the historical and ideological genesis of the English language education to current challenges of multilingualism, equity, teacher training, technology, and future directions. This is a coherent structure that helps the readers to understand the interconnection of language policy, language pedagogy, language research and educational reform and also to gain a holistic understanding of the English language education in Nepal.

The other key feature in the handbook is its high contextualization. The chapters do not focus solely on global realities, but critically explore the multilingual reality, educational policies, classroom practices and sociocultural contexts of Nepal. The discussions are quite balanced between theory and application, and the volume has relevance for researchers, teacher educators, classroom teachers, curriculum developers, policymakers, and university leaders alike. Its focus on multilingualism, inclusive pedagogy, teacher professional development, digital innovation and research-informed practice further contributes to the value of enhancing English language education in a variety of educational contexts.

The book is overall timely, comprehensive, informative and authoritative for English language education, applied linguistic research and teacher education in Nepal. Combining the aspects of critical scholarship and useful insights, it provides a useful paradigm for interpreting the past, for tackling current issues, and for imagining the future direction of the field of English language education in a multilingual society. It is highly recommended for postgraduate students, researchers, teacher educators, curriculum developers, policy makers, and practitioners who want to enhance English language teaching and learning with well-informed policies, creative teaching methods and socially oriented research. The volume is sure to be a valuable resource to promote English language education in Nepal and beyond.

References

Giri, R.
